Reform of pensioning in France

Retirement age is a critical issue in France, as in other European countries. However, the current situation originated both in the social history and some local distinctive features.
We will resume in another article the history of retirement in France. Today, the core of the controversy is the legal authorized age of retirement, and age of retirement with a full pension rate.


To summarize, the level of pension is conditioned by 3 parameters:
- duration of contributions: currently 40 years for the general regime, with differences for some occupational groups and activities
- the age of termination of activity (65 years) to get a full pension rate
- the minimum authorized age for termination of activity (60 years) to be eligible for the payment of a pension, with  a  rate proportional to the duration of cotisation.
Practically, the average age of termination of activity is 58.2 year in France, which places the country among the less virtuous in Europe.
This situation is explained by the measures taken in the last 30 years, which move the seniors (50 +) away from employment. It was made possible by a not explicit consensus between all the social partners.
Note that the current crisis reinforces the trend emerged over the past decades.
The consequences are reflected in a growing deficit of social system funding.
Exemplary in France during 50 years, it’s threatened since 20 years with decline if no measure is taken.
It is therefore necessary to continue the process initiated in 2002, to adjust the system of retirement and pensioning.
Already in 1982, a socialist gouvernnement lowered from 65 to 60 years the legal age of retirement by an "order",
( i.e. to summarize a decision by the Government without the participation of the Parliament).
Today, about 30 years later, a government of right wing raises the legal age of retirement from 60 to 62, and full pension rate from 65 to 67 years. This decision, certainly necessary, was not the object of a sufficient dialogue, a visible debate, a pedagogy of the stakes and of the means. Trade unions, for historical reasons, are not able to establish itself as a force of proposal.
In total, the main concerned, employees, express their misunderstanding and discontent in strikes.
